Google’s Page Creator is a popular hit for creating your Web page.
To access this new feature, you must have a Gmail account (Google’s free e-mail). There is a link on the Page Creator page for Gmail.

Try www.bravehost.com
That's probably the best in terms of website builder and free stuff you can add. (Fourm, guestbook, etc.)
And it's free.
