I think I would call the local humane society offices and shelters in your area first--As they say "Scratch a back and get a favor returned to you."--Someone may help you out the next go around!Someone may could use it--Even rescue groups---or pet foster parents, that maybe your local vet office could recommend to contact.
*If no one wants it maybe your shelter has/ or can easily make cigarette urns outside your shelter fill them up with the litter to extinguish adopters' cigarettes before they enter the front door.
*If you have a window box/ or make at your outside entrance a flower-filled pot -use this in the bottom as good drainage material.--
OR--you could bag up in 1 gallon zip locks and give to the animal adopters as a set-up gift.Everyone runs out of cat litter every once in awhile and what an appreciated thing to give when one adopts a cat or other litter-trained animal from your shelter!

When someone comes in to adopt a kitten or cat from your shelter, give them free litter for their new friend. Non clumping litter is also great for people to carry in a small container in their car for traction in icy conditions in the winter. You could even advertise that every family who comes in to adopt a kitten or cat will get a months worth of litter free... This may help some people who are uncertain about getting a pet make the decision...a little less expense for them, more adoptions for your shelter, more happy kitties to good homes! Hmmm...it can be used on ice, in an ash tray...but you may want to donate it to another shelter...or perhaps 'give' it away in return for a donation to the shelter...or just give it away with cats that are adopted...you could run a special '$5 off adoption fee + free bag of litter'.
Not sure what else cat litter could be used for.

great for absorbing moisture, oil and odors. Good traction if you keep a bag in your trunk for driving in snow. Try to cover the bags with heavy plastic so they don't get wet, or you'll have a pallet of 50 lb paperweights. If you can't keep it dry, donate to the Humane Society - it's tax deductible.

You could pour on on oil spills and oil leaks- like say on the floor of a garage. But you might be able to use it, because liter boxes have to be cleaned out daily and changed once or twice a month. You could also use it to kill weeds.

cat litter can be used to help get a vehicle out of snow/and or mud as it will add traction to the wheels.....it can also be used as an absorbant for oil spills....it can be used as weight in the back of a car or truck to help get thru snow

I fill the catch container with cat litter when I change my oil. Its also good for putting under your tires when you're stuck in the snow. It can be used on walks in the winter. You can use it pretty much anywhere you'd use sand.

Donate it to other shelters. Or, you could advertise in the local paper, "Free litter to anybody who wants to come and get it. I would love to see an ad like that myself. That stuff is EXPENSIVE. Clumping or non clumping.
