Grow it out, get a razor cut, wash it at night, and sleep on it while damp. That's what it looks like to me. That picture looks a lot like a kid who was in my elementary school in the mid 1970's.

Go to a professional salon that uses products that suit your cut. A salon that exclusively uses Paul Mitchell products may be worth a look.

Twist a stand of hair and put in some gel repeat over & over

go back about 20 or so years, depending on how old you are.
but honestly
Depending on how you have your hair i would print off that picture and take it to your stylist and tell them that you want that cut, next ask for their best advice on products and upkeep. They will be able to tell you so much more than anyone on here will be able to, and they will be able to direct it more for your hair type.

check it out with your barber or something. maybe your hair just isn't that type that'll work with it, sorry...but who knows. i'm no expert so don't ask me. get out and ask a personal hairdresser or something.
