Consult a local immigration lawyer, someone who specializes on US immigration laws. Surely they can be of help. Look for their ads from our daily newspapers. :)

You have no grounds to appeal the visa refusal. Your "marriage" to your American husband is void because you were already married when you married him. Therefore you are not legally married; you do not have a petitionable relationship because your marriage was bigamous at its beginning.
Now that your original marriage has been legally terminated, you are free to marry your American again, this time legally. Then he can file a NEW petition for you. You can't reactivate the old petition and immigrant visa case because it was based on an invalid marriage. Just start over with a legal marriage, and it should work.

Go to the American Embassy, take your documentation from when you "thought" you were getting married to show that you DO have some type of relationship, and your paperwork showing your annulment, and see if they can assist you. No garuntees since you don't have a recognizable legal marraige since you were still married to the first guy at the time (which makes your marriage to the second guy null and void, like it never happened), but they may be able to figure something out to help you.

How Can I Appeal?
If the visa petition you filed for your spouse is denied, the denial letter will tell you how to appeal. Generally, you may appeal within 33 days of receiving the denial by mail, if this won't help.. the best is to consult a immigration lawyer regarding your case, it would increase the success of your case..
hope theres more advises you can get to this questions..
and if you really need to get marry soon because you are missing each other..why not...it would only take time and money to start all over again..
If you are familiar with Citizen Pinoy.. watch it..it is very helpful for those who have many existing problems regarding their visa and petition..it is aired in US for Filipino Citizen, you could send them e-mail or text for your case..
