I have never seen a pack of hot dog buns with 10. I've only ever seen 8.

It is a marketing ploy (or stroke of genius) depending on if you are the manufacturer or the customer. You have to buy more hot dogs because some people will want the dogs without the bun.

The hotdogs packages and bun packages I buy at Safeway or Albertson's both have 8. You must be getting a couple of extra buns as a bonus (there's a joke there, I just know it).
