When a pope dies, after his funeral the Cardinals come together in conclave ( literally means 'under the key' meaning they have NO contact with the outside world)

They begin with prayer.
They each cast a vote for the man they choose as pope. Votes continue twice a day until one man has 2/3 of the votes.( after a certain amount of time, only a simple majority is needed) Campaigning in any form is not allowed. They are not even allowed to discuss the voting among themselves.

As Catholics, we believe this process allows the Holy Spirit to work in the Cardinals, therefore, God is the one who chooses the new Pope.

Vicar of Christ means that the Pope is the representative of Christ on earth. He is responsible for caring for and directing the only Church Jesus Christ founded while on earth.

The Holy Spirit knows who is going to be the next Pope and no one else. It is up to the Cardinals to listen to what the Holy Spirit is telling them, and make the best vote.

A question like this usually brings out the most hateful cults with all kinds of wacky accusations, usually based on strict literal interpretation of a few verses. Anti-Catholic cults rely on the workings of Dr. Pickering or A. Hyslop, or worse, Loraine Botnner and Dave Hunt, which are so false and hateful that most Protestant book stores won't carry them. I feel sorry for these people for being so misguided.

Here are the details about how a Pope is chosen:

It's an age old tradition. The College of Cardinals chooses the pope after the most recent one dies.

Jesus originally chose St.Peter aka "the rock" "on you I will build my church" etc.etc. to be the head of his church until he returns...the Pope is chosen by the HOLY SPIRIT interceding through the Cardinals. (religous electoral voters)
