It depends on where you get them. Pet stores tend to overprice their birds more than should be legal. I've seen $50 birds go for over $200 over here. Prices can range from $50 upwards to $200

Breeders tend to have better quality birds for cheaper prices, but they may not have the color(s) you want. However, you're inclined to get a well socialized bird from good genes if the breeder knows what they're doing. Most breeders charge around $75 - $100 for a lutino.

Then there's bird sanctuaries and pet rescues. They may not have what you want, but they're more affordable. Most birds are $20 - $30, depending on the rescue.

Good luck! I once had a lutino named Bones. I loved her dearly but I was forced to give her up due to an annoying landlord.

I wouldn't pay more than $100. You could pay that or more for a show quality bird, but a breeder would sell you a hand fed lutino baby for around $100 or so. You should really try breeders... avoid Petco. You could also check petfinder for cockatiel adoptions.

As a former breeder of fancy and mutated tiels I would sell male Lutino tiels for between 55 and 70 dollars. Depending upon intensity of color and size.

About $120 just for the bird but you need to get a good size cage, dishes, food, toys, etc. So total, around $300.
