Actually, if I recall, I think there was an interview where one of the Baha Men was explaining that the song is about crude "tough guys" that show up when a party gets going and try to act like big shots to impress women. The women compare them to dogs, thus, "who let the dogs out?"

I think it must have been my mother-in-law. She let our dog out, and he knocked a motor cyclist off his bike and the dog lost one of his legs. True! So I blame her for letting the dogs out.
