Pee pads are scented that a dog would want to pee on or near them. If you want her to go outside, get rid of the pad. If you think she's still going to go in the house, use newspaper over a plastic dropcloth or shower curtain to protect your floors. Crate train her and run her outside of the house everytime it looks like she's about to go. Praise her for going outside. Only scold her if you catch her in the act of going inside the house. If she already went, she won't understand why you are scolding.
Be patient. it takes time and persistance on your part.

My pomeranian puppy is 7 months old and she still does. We take her out regularly, but sometimes we're gone for more than a few hours so we put a pee pad down. We always come home to discover that she's wadded up the pee pad and peed right beside of it. We've finally given up, not blaming her but ourselves, and it's saving money on the wasted pee pads, since your puppy is still very young, give her a while. If not, go with the flow, literally.

you should train her to go on the pad and applaud her behavior when she does. then gradually take the pad outside and award her. after that, remove the pad and then applaud the grass. puppies can only hold it about the amount of hours they are in months. 3months = 3 hours. you may need to get up in the middle of the night. we took ours out even when she didnt cry every 3 hr, then 4 etc and she's been perfect ever since.

Puppies are bad. That's the only explanation I can give you. Mine was the devil until she turned two. She's my best friend in the world, though--it's so hard to get mad at them...
