unfortunatly that happens to me all the time. Sometimes they are scared . I really think they are playing games most of the time. I just had that happen to me . This guy would flirt with me constantly but when i start to show interest he backed off. so i backed off and he started again. To me its little kids stuff .If they are a real man they will follow thru.

Because they are both scared and unsure of what they want. A real and ready man will know what he wants and will not be scared. And he will be bold to approach you and to follow through. Don't settle for less -- it's only mental and emotional turmoil if you do. The right kind of men for you will not leave you wondering, especially if they know you're not gonna wait around for them to work up the nerve.I've been through all of this kind of pain due to those types of men and I am entirely sick of it. I refuse to wait for an unsure, insecure man to make a move that he may NEVER make!

There are several questions you need to resolve to answer this question for yourself: first, how do you react to their flirtation? Are you overly flirtatious back, are you standoffish and aloof, or are you meek and submissive? Any of these reactions can scare a guy off. Secondly, guys sometimes flirt and aren't interested in anything else. If they pay attention to you and try to get to know you rather than just a casual flirt it shows genuine interest. . .go with this rather than just a one off flirt.

Maybe they don't follow through it because they are scared to see what the end results might or could be. Maybe they are just capable of being a flirt.

because most people are really nervous and are afraid of being shot down so they dont even try i know the feeling sometimes it is really frusterating. Trust me i know because many a man has done that to me. But i think it is just that they are really insecure about themselves and really afraid of the rejection if they are about to ask a gf out.

Make sure your responding by flirting back. When you meet someone who your attracted to, the natural inclination is to flirt to "poke around" and see if their attracted to you as well, even if you dont mean to. And if you dont respond to the flirting, they may think you dont like them.
