i remember years ago hearing about crystalline deposits that build up in the joints of the toes. to remedy this, you are supposed to wiggle the toe to "break up" the crystals. is this true, does it have any merit to it??

Those crystalline deposits are GOUT or Pseudo Gout.. And no you can not wiggle your toes to break up the crystals.. you have to take medications and avoid certain foods to avoid the acid build up that makes the crystals.

Sounds like the uric acid gout crystals that can be caused by poor circulation that will most likely manifest itself in your toes (furthest point from your heart) usually caused by faulty veins. A good way to increase circulation in your legs is to get up and move around...or massaging the extremities also increases blood flow.
Moving your toes will probably have a limited beneficial effect.

No it's not. When I was little and couldn't stop sneezing, my grandmother would say to put a penny in my shoe. Obviously, it had no effect. Same principal as your crystals.
