I believe that He possibly does, yes.
And have you ever heard that He doesn't give you more than you can handle, even if you think so?

Yes, God uses anyone and anything to help another. Every person on Earth has a purpose. Some people purposes are greater than another. Not because the person is better but because the person can bare more than the other. But it depends on all the burdens you have to bare. God, lets us go through things to make us strong and wise for what we need to do to fulfill our purpose. Some, people have it harder because they refuse to do better and they are hard headed. But in the spiritual realm sometimes christians get at a standstill and thats because they haven't learned what God what's them to learn at that point.

Ecclastics says time and unforseem events fashion our lives.
The swift do not always have the race or the mighty ones the battle. Illustration:
When we had hurricane Katrina, some were shocked and ran down with food and water and supplies and news people to make people aware of the situation and help if they could.
Some said, lets loot and steal and take what we want and there is no police to stop us. Bands of killers roamed the streets killing and muggings. Now which group do you think god approves of?
We are given free will so use it to help others and some use it to hurt other people.

Of course he uses people. He uses you and I. God gives to each person according to their needs. Some need more grace and some can handle a little more refining. Suffering can turn the darkest soul into light. Personally I think many of the privileged rich are the most unhappy. When something comes too easy we tend not to appreciate it. Like not seeing the forest from the trees.

I have been helped by many people through God, in many different ways.
Bad things happen to good people too, and as a Christian I can say that those things that have been most difficult in my life, are the things that have caused me to mature, and become more like Jesus. We have a choice as to which way to go when bad things happen to us and they are - to get bitter - or better! I choose to get better, and it is when we step out and help others, not only does it take the emphasis of our own thinking, but it helps others too.

i don't like to say that god " uses " anyone , what i do believe is that in this world there are 2 kinds of people , ones who need and ones who need to be needed and both are wonderful types of people because those 2 kinds create lessons for each other
i also believe that you don't have to be the one kind of person forever , you can be needing help at some point in your life only to find that its now your turn to give to another
its all good and a lovely balance of people on this earth

God definitely uses people to help other people, that's His greatest resource on the earth. Some have it hard, some have it easy, some have it in between. It depends on many things: our choices, our upbringing, what country we're born in, what kind of education we get, how we handle trials, our perceptions, our support system, so many things. Its what we do with what we have that makes the life hard or easy, spiritually speaking.

Yes and Yes. Your third question deserves an entire chapter. Let's just say God knows what everyone needs. Sometimes relief was sent to a person but someone else didn't heed God to bring them relief!

Yes, I believe He does. In fact, the word of God (the bible) encourages us as believers to always be willing to help others.
Ephesians 4:29
Do not let any unwholesome talk come out of your mouths, but only what is helpful for building others up according to their needs, that it may benefit those who listen.

We can all be instruments in His hands. Everyone has their own trials and tribulations as specific to their own strength and tests. We cannot understand the workings of God, only trust and have faith that He knows what He's doing.
I don't profess to know everything, or even anything at all. This is just my own opinion and what I believe.

God uses anyone willing to be used by Him. Since sin came into the world. Life is generally unfair.
