Convert 13 mile into feet. Then create a graph with the vertical axis being altitude and the horizontal access being distance. Then set you intervals on the graph to accomdate the 44,000 feet and whatever the answer is for 13 mile into feet. Draw a cartesian coordinate plane... (X axis, y axis).
44,000 feet = approx. 8 miles. (1 mile =5280 ft)
So go 13 miles along the x axis and 8 miles up the y axis... This represents the starting point of the plane's descent. T (0,0) coordinate represents the end of the plane's descent.

Its a right angle triangle question. The slope is the hypotenuse. To get that, it is the square root of the sum of the square of the base (distance covered) and the height (altitude lost). So that gives you
(b^2+h^2)^(1/2)
15.44 miles is the slope

(13 miles) and the verticle side 44,000 ft.
The tangent fuction, opposite/adjacent does not require the hypotenuse, or longest side.
the tangent of the descent angle is 44,000/68,648
look it up or divide it and use arctan, that gives you the angle from the tangent.
