It isn't monitored by terrorists. But it may well be monitored by the U.S. Government. The Feds have a device and software called "Predator" that is piggy-backed onto servers (like Yahoo). While it doesn't read each and every e-mail that goes through the server it does monitor for certain words or phrases. Those phrases and words thought to be related to terrorists using e-mails to communicate.
