my bf petitioned his ex-wife before on a fiancee visa but were divorced before their first 2 years as a couple were up. can he petition me on a fiancee visa too?

There is a lifetime limit on filing fiance petitions, but if this is ony your boyfriend's second one you may be questioned carefully during your visa interview, but it will not be automatically disallowed.

I bet you'll get some interesting questions from immigration as they try to determine if your marraige is a fraud, but I doubt there is an actual prohibition against it.
