First it is not a federal crime, it is a felony ( not the same thing)
stealing a car is a state crime.

I am not going to look up PA laws, but in general it is theft, PA may have a special law for stealing cars, but most places it is just theft ( and the value of the car will determine the level of the theft)

If they pulled you out of the car with a weapon, it becomes a car jacking ( if your state has that crime on teh books.

A capital crime, Federal, for Hijacking, and, if a gun is used, mandatory 10 years tacked on... If gun is fired, it is 15 years tacked on, and, if anyone is struck by the bullet, 20 years is tacked on.

A thief discharged his gun as he drew it from his pocket, struck himself in the leg, and got 45 years tacked onto his other charges, to be served consecutively!

Yes, the charges are cumulative.

It's called: Stealing a car.
I would imagine stealing a car is a major crime in ANY state.

Theft is theft. For whoever said its a capital crime, that would mean its eligible for the death sentence. I doubt any state will execute you for auto theft.
