When ever I talk to my parakeet, her tail goes up, her pupils in her eyes get small, and she looks as though she is hypnotized. Why does she do this? Is it bad?

When you are talking to her and you see her pupils reacting she is listening to you. Reaction of the pupils is a sign of paying attention to what is going on around her.

LOL! Take it as a complement. She's assuming the mating position because she considers you her mate!

Female budgies, when they're in the mood, will throw their heads back, their tails will go up and their pupils will shrink. Sometimes they'll twitter, though in most cases I've seen they're quite quiet. Sometimes they'll back into a favorite toy and rub their butts under their tail on the object. I have a budgie that would do this to her favorite cockatiel buddy. The cockatiel never knew what to make of the situation and the poor budgie would leave, completely frustrated that her advances were being ignored!

I'll throw some images into 'sources' just to make sure we're talking about the same thing. It's nothing to worry about. Perfectly natural! Out pet birds aren't neutered like dogs and cats, so they still want to mate and make babies just like they would in the wild. Give her some new games to play. The mood will eventually pass :-) .

Um.. it means that she's horny and is ready to be mounted.

It's not really a bad thing. My girl does it from time to time and there haven't been any bad consequences. I guess I just wouldn't encourage it to keep her from getting her hopes up.

EDIT:
The tell-tale between her just being excited and her wanting to mate is when her pupils get really small. The tail going up in the air and her back arching are typical also.

ok.... The min. length i might reccomend is approximately 2 feet length x a million.5 - 2 feet width via 2 feet tall. Thats 2' x 2' x 2' or 2' x a million.5' x 2' not at all get a around cage, it drives the fowl loopy. And ward off tall cages. Birds do no longer fly up and down. Get the biggest cage you could arise with the money for. The cages they sell for birds in petstores are not at all sufficiently huge. Feed your fowl Harrisons organic and organic fowl pellets and clean fruit and veg. stay remote from colored pellets like Kaytee. Its all arteficial and a few even incorporate sugar and different undesirable issues. it relatively is amazingly undesirable for birds! A fowl could have a significantly shortened lifespan if fed in straightforward terms on seeds. you will probable have extensive vet costs for fatty liver ailment, malnutrition or different issues in case you provide your fowl in straightforward terms seeds. Thats the fast version of what i ought to tell you. i'm basically telling various human beings this, and that i'm getting bored to death in writing it. e mail me in case you elect from now on suggestion. solid success!

It's not bad! Her tail goes up 'cause she's excited to see you. And her pupils get small 'cause she's focusing on you. Parakeets are very attentive.

Pupil dialation means different things, excitement, fear, anger or interest. The more you learn your bird the more you will be able to understand which it is. My guess would be in this case is that she sees you as a part of her flock and has great interest in your comings and goings as well as your attempts to interact with her. P.S. Don't forget to clip her wings!

Prolly some kind of defense mechanism. How long do parakeets live? The place I work has 4. I want the noisy little bastards to DIE.

I wouldn't be worried about it. She is just concentrating on your voice. And is probably pretty content. So just relax and your parakeet will live. Mine does it all the time.

It's not bad at all, she is paying close attention to everything you are saying and learning when you speak to her. Do not be surprised if she picks up a few words and talks back to you.
