Considering this is the R&S board, I'm guessing you don't mean secular.
For discussion? Lev 20:10 - "'The man who commits adultery with another man's wife, even he who commits adultery with his neighbor's wife, the adulterer and the adulteress shall surely be put to death."
That would certainly cut down on the ranks of televangelists, at least.
For life? "An it harm none, do what ye will." Though it's not technically a Law, it's a Rede.

There is this great law in one county of Washington that has been around way too long.... it says "your mode of transportation MUST be tied down"
Why the hell aren't more tickets written on that one. Come to think of it, I bettter go make sure the rope holdin' my car to the parking garage hasn't broken again!
Ther's one in Georgia (thats still around) that says a minor girl cannot attend a public school unless she lives with her parents or husband. What the hell does that teach anyone?

How I wish we don't need any law, for laws are designed for sinners. However, God is so good and majestic in His designs that He permitted our ancestors to commit sins in order to show us His love. Do you think Christ will make Himself a man "and dwelt among us" if we did not sinned?
Since we are already in a "state of sinfulness" and that so much laws have already been handed down, human and divine(earthly andheavenly), the most concise, simple yert all-encompassing is the one written in Matthew 22:36-39. "Love the Lord your God with all your heart, soul, and mind; & Love others as much as you love yourself."
