Well chances are, you probably have bad spyware, and adware. To get rid of these, you can download a program for free called "Ad-Aware SE Personal" from www.lavasoft.com. You can run a scan of your computer with this program and it will find any programs that are causing your popups and you can decide whether to delete them or save them.
You might also want to get a pop-up blocker, although they will not block pop-ups caused by adware. You can get Yahoo! popup blocker with the Yahoo! toolbar or you can download "Windows XP Service Pack 2" from www.microsoft.com if you have a Windows XP computer. This has a built in pop-up blocker. To turn it on, go to "tools", "pop-up blocker" and "turn on pop-up blocker" to block pop-ups. This will only work on Internet Explorer if you have downloaded Windows XP Service Pack 2.

Stop using Internet Explorer. Use a good, safe browser, like Mozilla Firefox. Firefox comes with a built-in popup blocker, which works better than most popup blocker programs for Internet Explorer. It's also safer in tons of ways, as it's harder for viruses to get to your computer through Firefox.

Run your security program (anti-virus, anti-spyware).
If this comes back the next time you boot up after running, then you will need to consider using the program Hijack This (this is a complicated site that can wreck your computer; so use the help forums). There is an excellent help site for Hijack This at: http://tomcoyote.com/hjt/ Or try the forum at http://www.dslreports.com/forum/security
You download and scan your computer--saving the scan. Then go to the forum and post your scan. They will look at your scan and tell you how to delete it.
There are some things you can do to thwart hijackers:
Be sure to update Windows regularly;
ALWAYS REFUSE free offers or free programs;
Don’t change your home page.

Yes, you can get a pop-up blocker, then you can allow pop-ups only when you need or want them.
