Have them apply for a visitors visa. They can stay up to a year on it!

Unfortunately, it's going to be VERY difficult for you because the US Embassy in Manila is one of the most strict embassies in the world.
He might be able to get a job here if he has some sort of skill that is in high demand here in the US. Otherwise, I'd recommend you move with him to Canada.
