KEY WORD - PATIENCE! You have to introduce your hand in the cage several times a day, in a non-threatening way, slow to start... Do this for a few weeks, then put your index finger right directly below his chest, .. by instinct he will step up onto your finger. You may even want to say "up" when you do this so your budgie can be trained by this word. Just keep it up, and he will learn to get up on your finger. But be patient, the younger budgies are easier to train, but just keep it up, and it will work, it worked for me. :)

For the first few days just let your bird get used to its new environment and don't attempt to train your budgie at this stage but always talk to your bird in a calm and soothing tone. Some take more than a few day's. Do not rush your bird.
Do not place a mirror in the cage. You want your budgerigar to bond with you from an early stage.
After a few days of familiarity, when it is calm and sitting on its perch you can commence training your budgie.
Finger taming is the essential first step.
To finger tame your bird, put your finger in the cage quite close to its chest, slowly but with confidence. You want your budgie to treat your finger as a perch. If it doesn't hop on but moves away repeat the process. Do this for a few day's. Do not force your bird. After a few day's of doing this, place your finger right up to its chest. You're giving it an option it really can't refuse. It has to get on your finger or fall of the perch backwards. It will get on.
When it hops off, repeat the process a few times then remove your hand. An hour or so later do this again until you reach the stage where, as your finger approaches, your budgie automatically hops on.
The next stage in finger taming your budgie involves taking the seed bowl in your hand and trying to get it to first eat seed while it's sitting on the perch. Once it's doing this, then see if you can get it to eat the seed from the bowl but this time while sitting on your finger (which should be wrapped around the top of the rim of the seed bowl).
If you reach this stage, the bonding with your budgie has begun and only after reaching this stage should you consider letting your bird out of its cage.
This is the type of technique you will have to adopt to gain the bird's trust. By doing this, it is also getting used to being handled and you will pretty soon be able to detect clear and distinct progress in the taming of your budgie.
Only once your budgie is finger tame to the degree shown above, should you start letting it out in a room (preferably small and cozy and one it is already familiar with)for short periods.

Be patient, talk softly to it, give it some time, get it out each day and spend time with it , soon it will realise that u r no threat to him and he will learn 2 trust u.
Make sure if its a new budgie that u give him a nutritous diet consisting of fruits, greens, (no lettuce) give fresh corn spinach, mung beans sprouts, snow peas, multigrain breads, millet spray, etc. provide cuttlefish bone for calcium requirements, also shell grit in their seed or seperate. this helps to grind the food in their gizzard as they dont have teeth to chew. worm your budgie if he hasnt already been wormed, this should b done every 3 months if an aviary bird, u can get away with every 6 mths if on his own.
Also NO avocado, this is toxic to birds.

Well first it needs to get used to you. Let him in his cage for a week. And talk to him sit by him, do everything by him. Then after he gets used to your home you can reach in the cage and pull him out. It would help if his wings were clipped first. In order for him to get used to your hand he has to be out of his cage. He is very territoral in his cage. Keep him away from doors and windows. It will take a while but keep stroking him and talking to him, and soon he will come around. But do it in short periods 2 to 3 times a day. Good luck soon you will have a best friend!!

Give him/her time to get used to you. Everyday put your hand in the cage and be still. Each time get a little bit closer. Or you can let him/her out for about an hour each day, and when you're ready to put him/her up try to get h/h on your hand to do it.

to be certain in the adventure that they are male or lady, seem at their beaks. so long because the birds are over 8-10 weeks old, then if there's a blue tinge on the beak then they're male. to manage you could by using millett from maximum puppy shops. maximum have a tendency to love those.
