they are right but if your computer is that old and slow I wouldn't upgrade as your system will not run very well. Most of your computers power will be used up just running your OS with little to nothing left for what ever programs you want to run. its easy to find a older PIII or PIV system for a few hundred bucks that will work alot better then an old system! if your at the min requirements, stick with what you have, if your having alot of problems try a fresh install of your older OS
