I think you mean POPCORN Ceiling - -
As any reference to stucco is on exterior.
The popcorn (rough texture) ceiling is used for acoustics, to cut down on the echo effect or noise dampening.
Flat smooth ceilings are necessary in moisture areas like bathrooms and kitchens - which also makes it easier to clean.

I know what you mean by stucco ceilings, it's not popcorn acoustical spray, but, actual textured stucco, plaster. This is used as a decorative ceiling treatment, and is usually not limited to any one particular room. My guess with your house is the rooms you mentioned had ceiling flaws and/or water spots that where "covered up" with the plaster. Is it an older house? If so, I'm sure that is the reason. As far as the acoustical ceiling spray, (popcorn ceiling) it is very CHEAP. It is difficult to sand the mud and tape strips on drywall ceilings, and very labor intensive to make it completely smooth. Acoustical ceiling spray can be blown with minimal sanding, if any at all, thous saving $100's of dollars per room.

Better find out how old it is 1st, the old acoustic ceilings (as it called) is filled with asbestos and requires proper removal. It's probably not stucco. New or old, it's a blown on coating kinda like a highly textured finish. No matter how you look at it it's going to be a lot of work to scrape it off and re-do it.

If you are talking about popcorn ceilings instead of stucco they were put up cheaply and alot of them thought it was to make the room not to echo. Now if it is the true stucco it could be put up for covering up damages like water,pitting,scrapings.

The kitchen and bathroom ceilings can be washed (as can the walls). Ceilings in the rest of the house are acoustic ceilings (not stucco). This deadens noise so you won't get echos.

its cheaper and less effort to spray on stucco than to have painters put on multiple coats of paint.

I think they are trying to cover up something with that paint. This was a fad in the 80's.
