Hot pink may not appeal to you in several years, so I suggest that you do not make your flooring any color so changing your mind later will be as easy as painting your walls. A carpet will make it reminiscent of disco, tile is usually used in bathrooms and kitchens - but a black/white checkerboard would look very funky, and hardwood will give it a more airy, natural feel and tone down the brightness. If you are looking for a designer's office type thing, go for a light shade of hardwood, some sheer white curtains, and keep windowsills white. Hang up some white lantern lights across your room and get an L-shaped desk if possible. Lots of lighting and good seating is key. Buy one of those designer's mannequins from PB Teen and drape your accessories on it. Pin scarves to the wall or frame magazine covers and shopping bags. Good luck!

captbryguy just hit the nail right on the head...
honestly,
hot pink, pbteen, and seventeen are going to feel very dated to you in not so much time..
shabby chic is a whole different ball game. Her whole motif generally involves softer colors but you could actually do this in a way that could be manipulated over the years to come.
I definetly reccomend wood floors. A lt. Bamboo ((you can get it stained or unstained)) is something that is a fantastic investment, people love it, and it is a renewable resource. Check the junk yards and flea markets for objects and accesories to highlight you space (i'm talking fun DIY projects- straight up shabby chic) - everyone will be impressed

Hardwood floors definitely. But black carpet would look really awesome too, if you went with that you could give it a throw back to the 50s look and feel.

I have seen a leather floor. Would work with hot pink walls I think. You could make a large spiders web in a corner, that would look quite funky.

Why don't you leave the white padding where it as and ask your attendants if they can paint the bars pink for you instead. Don't do it yourself, unless they remove the straitjacket first or otherwise you'll end up with pink teeth, as it's almost impossible to stop the paint running down the paintbrush handle.

Hot pink sounds disgusting, but if you must....
Lay light colored hardwood floors. They go with just about anything. ;)
