Montmartre, it's where the Moulin Rouge is at, near the Sacre Coeur which is the highest point in Paris.

As people have noted it is Montmartre. It was a favorite haunt of artis many decades ago.

Today its a district with a lot of tourists and even more really bad "art" being sold to them.
