I mean, let's say I'm a man in a position of authority and she's a woman who I don't really know all that well. Is it OK if I come up behind her and start massaging her shoulders in front of the others at the meeting, even if it is just a friendly gesture?

Would you do the same "friendly gesture" if it were a male co-worker? You are opening yourself up for a mess. How did you get to be in a position of authority without having to know this?

I don't think it is appropriate. Eventough it is only friendly gesture, other people may perceive it differently. remember, people only look based on what they see at first, they rarely judge people from the inside. If I was you I would hold it back. If you like her, ask her out, and you can rub her all night long.

even if it's just friendly, don't do it. if you don't know her very well, you don't know how she will react. sexual harassment claims are taken very seriously, and you may find yourself in lots of trouble. the only time when this would be appropriate is if she were your wife or fiance. then you could be certain she wouldn't freak out and report you. however, if you'd just like to get to know her a little better, have lunch with her or ask her out on a date. much safer, and lots more fun!

Maybe it is in some cultures...I would feel very uncomfortable if a business associate (man or woman) would give me a back rub during a meeting

I hear sexual harassment all in that statement. Why would you do something like that anyway, to someone you don't know that well? Are you asking for trouble? Don't be naive. If it's someone in authority that has to ask a question like that, then I question their authoritative position.

Absolutely no, even if they are lovers and everyone knows it. It is still inappropriate for office behavior, unless your business is a massage parlor.
