It means to repair so well that they are basically new. Most of them weren't broken they may have just needed a little cleaning or something. So it is very near new, but it has been used.

The real meaning of refurbished is the seller is trying to rip you off. Refurbished goods are/were broken. Supposedly, they have been repaired but you will often find that they have not. Or if they have, they soon cease functioning. They are basically sold as is, despite what the seller may claim (ie it is rare for them to honor any warranty or to tell the truth about the item being covered by the manufacturer). Many, even most of the time, a refurbished good is not identified as such. Only accept factory sealed merchandise.
Usually only shady sellers deal in refurbished goods. Most legitimate sellers go to great lengths to let you know that's not them.

In most cases, refurbish means its a electronic that someone bought, and returned for whatever reason. A lot of times, because it was broken, other times, it was fixed and then sold as "refubished." A refubished computer will be cheaper, because the box has been opened. refubished can refer to an "open box" product, or a product that was used as a display model.

Refurbish means, the part was used but something was wrong with it. They fixed it, so now they are selling it back at a discounted price b/c it was used and had to be fixed.
If you went back to the store and exchanged your printer that wasn't working. They would take that printer back to the warehouse or wherever, they would have techs fix the problem and then resell that printer as a refurb.

If on a purchase, means reconditioned. Someone else bought and returned. Should be new like condition but cost less than new.
