Out of the 3, I would recommend Paris. It has alot of beautiful architecture and is very romantic, but London is just 3 hours away by train for $75 if you want to go to some serious night clubs and night life ...

Raileurope.com for train information
Funjet.com for packages from the USA, you can also try Delta Vacations or look in the travel section of your local paper.

All three are great. New York is so vibrant and alive, Rome is beautiful beyond the telling and Paris is about as romantic as it gets. New York would prpbably be the most as there are fewer lower cost lodging options, and it's pricey. I've been to NYC three times and would love to go back. I've been to the other 2 once. If I were offered a trip to each and I had to choose, I would go to Rome, the food is great, the people are good looking, it's stuffed with history and art and it's really, really, beautiful.

I wouldn't worry about the violence in NYC, most violence in the U.S. is from and against young male gang members, you won't have any trouble in Manhattan. Though like traveling anywhere, be aware of your environment.

Have a great time on your trip.

New YORK NEW YORK:....

In New York you can get the BEST PASTA, the best French chefs are in New york (if disagree, go to Le Cirque).

and Also, you'll learn of every single culture in the world. New York to me is what Roma was for the World in the Roman Empire age, what Paris was for the Dark Age....... The XXI Century Capital of the WORLD.

Recommendations:

Little Italy
Le Cirque
Met Museum

new york is far safer than it used to be, do not know what you mean by a lot of shooting, there are a lot of guns here in california and other parts of the world to. new york is exciting and a lot to do ,rome is very crowded and very hot right now better visit in winter .paris is magical and yes romantic stick to paris st germain and the left bank in general. europe is affordable again (for the euro). trains are good value.. sncf.fr. and ilove ny.com. hope it helps

there is not a violence in nyc... if you are a tourist, im sure youre not going to go sightseeing in a bad neighborhood. you're going to go to times square, broadway, the empire state or somewhere like that. the prices depends on where youre coming from...rome and paris are more expensive, maybe like a couple of thousand. but new york is so fun, everyone should go to nyc at least once!
