CAD can have many designations:
Some of the meanings you could be referring to are
Computer-Assisted Drafting
Computer-Aided Design
Basically it can help an individual/group of individuals design a product from planning the basic steps to building a theoretical 3D model from which design documents can be created.

Computer Aided Drafting. It is used to draw plans for Houses, Sites, and even plant location. (I'm a Draftsman, and I use CAD at work everyday. It rocks.)
