Humans reincarnate for the better or worst based on their deeds. How can this apply to animals?

According to the popular Hindu Upanishad, named Srimad Bhagavadgita, which deals with the phenomenal dialogue between lord Krishna and Arjuna; it is clearly stated in one of its verses that a JEEV( or a living being) acquires the same manifestation that he/she thinks of at the time of death. This has been proved as well. For instance, when the Teacher of a renowned saint Kabir died, he thought of a worm residing in a Pomegranate: and after his death when Kabir tried to trace him, he found out that the teacher was a worm in a pomegranate only.
This example applies to humans, but as far as your question is concerned, it has been a popular belief in the Hindus that a soul(atman) can take numerous incarnations, they being either animals, plants or humans. But, during the process of these incarnations, they again go through various heirarchies; the good ddeed doers qualify for the higher incarnations and the majorly bad deed doers reincarnate as lower animals. The cow is considered to be the most sacred of all animals and it is believed that after being incarnated as a cow, one gets the body of a human.

Hope, this helps you to find your answer, thanks.

Your basing your understanding of life on Hindu myth. Reincarnation is a baseless attempt to quantify life apart from an all powerful creator/Judge/Saviour. Look at the history of reincarnation and how it originated, their is no substance to it. Far too many people adopt it as their life creed because that dont want anything to do with the God of the bible. This will prove out in a devestating conclusion.

I believe animals reincarnate ... but I'm not so sure that they incarnate different depending on what they do in life. I think they just come back, I guess. I never really thought about it....

some animals are much friendlier and kinder than others, and some have saved lives: like the cat who called 911 and "meow, meowed" in the phone to help his owner. And, several rescue dogs, I'm sure qualify for human re-assignment.

The animal must be a vicious, rabbid, mean and murderous mutt to deserve such a "privilege".
