In the morning just before the sun comes out.
However, don't mis-interperet this advice and think that watering after the sun goes down is ok. If the plants are wet at night, they have a full 8-12 hours to stagnate in the water, and fungi and other diseases may form.

Yep, either in the early morning or in the evening sometime. Personally, I prefer the evening, as this way it'll have the rest of the evening and all night to soak into the deeper soil and root system. If you water in the morning, you should do it early enough so that the heat of the day (if it's going to be a warm one) won't evaporate the surface moisture.
You should probably avoid watering between 10 AM and 6 PM on warmer days, simply to avoid unnecessary evaporation.

Early morning or early evening. The reason you don't want to do it in the middle of the day is for one, you will have water evaporating before it gets deep within. Two, if you live in a climate with harsh sun (i live in las vegas) the droplets can damage the leaves of the plant if it is delicate due to the sun.

It is either around 10am or 6pm..
Because the water is not too cold or too warm... In Tropical countries... The water turn warm around noon to 4pm...

Early in the morning is best, unless it's raining of course.
The plants absorb the moisture to its root so that it doesn't need any H2O later in the day.
