The below are free image-editing programs, with varying degrees of complexity and capability.

However, if all you want to do is crop, go for Picasa, which is free, and you get it at google (its in on of below links). It's simple to use, and great program.

There's a free trial for FotoFusion - www.lumapix.com.
The free version lets you make layouts of any size, and email them. It's not very expensive to buy ($40) to print and make jpg with. It's very easy to use and kind of addictive!
