To obtain a passport for the first time, you need to go in person to one of 7,000 passport acceptance facilities located throughout the United States with two photographs of yourself, proof of U.S. citizenship, and a valid form of photo identification such as a driver’s license.
Acceptance facilities include many Federal, state and probate courts, post offices, some public libraries and a number of county and municipal offices.

The easier way is this:
Get you Passports pictures and go to the closest Post Office. Is Really quick and easy.

US Passport office.... You can't get it online. There are several things you must provide to get one--
You can get the application online though.

You need to go to US Postal Office. You will fill out appplication and you will have to have photo with you and your birth certificate. Then you pay fees and they will mail it all together for processing. Then 2-3 weeks later you will get it in the mail. Unfortunatelly you cannot do it online.

if ur a citizen u can get it from the post office if not u have to go through the whole thing with taking a test and all this other stuff...I think u can get it off line

No you have to get the papers at your local Post office. If your not an American citizen then you can't have one try Canada.
