I mean stuff like clothes and movies or something. My sister lent her friend some clothes before they graduated and her friend has not given it back! Can she ask for it back?

When you're done with it, you should give it back. If you are going to need it longer than you originally thought it is always polite to let the owner know that you need it just a little longer. You should also ask if they need it back if you realize you need it longer. If they need it, give it back and try to borrow from elsewhere.
If she thinks the friend has had it long enough, or needs it back, she should ask nicely if she'll be done with it soon. Sometimes people just forget they're borrowing stuff.

Your sister shouldn't feel bad because she was nice enough to lend them out only to have a so called friend keep it. However, your sister is going to feel aeful but maybe her friend will learn some manners that her parents obviously didn't teach her.

It's her stuff. She has every right to ask for it back. She should be nice about it, though. It could always be that the person just forgot about it.

as soon as you are done give it back. don' be afraid to ask for your things back. ask before the items get lost or damaged.
