Well, they have to have a passport & in order to obtain on you will need one of the following:
Certified U.S. birth certificate ; or
Previous fully valid U.S. Passport; or
Report of Birth Abroad (Form FS-240); or

Certificate of Citizenship or Naturalization from BCIS.
You will also need one of theese ( to prove relationship):
Certified U.S. birth certificate (with parents' names); or
Certified Foreign Birth Certificate (with parents' names and translation, if necessary); or
Report of Birth Abroad (Form FS-240) (with parents' names); or
Certification of Birth Abroad ( Form DS-1350) (with parents' names); or
Adoption Decree ( with adopting parents' names); or
Court Order Establishing Custody; or
Court Order Establishing Guardianship.
And for your identification to get the baby's passport:
Each parent or guardian must submit one of the following:
Valid Drivers License
Valid Official U.S. Military ID
Valid U.S. Gov't ID
Valid U.S. or Foreign Passport with recognizable photo
Naturalization/Citizenship Certificate from BCIS with recognizable photo
Alien Resident Card from BCIS
NOTE: Your Social Security Card does NOT prove your identity .
Also:
1. Both parents must appear together and sign or
2. One parent appears, signs, and submits second parent's notarized statement of consent authorizing passport issuance for the child (a notarized Form DS-3053, Statement of Consent: Issuance of a Passport to a Minor Under Age 14 , or a notarized written statement with the same information on a sheet of paper from the non-appearing parent) or
3. One parents appears, signs, and submits primary evidence of sole authority to apply (such as one of the following):
Child's certified U.S. or foreign birth certificate (with translation, if necessary) listing only applying parent; or
Consular Report of Birth Abroad (Form FS-240) or Certification of Birth Abroad (Form DS-1350) listing only applying parent; or
Court order granting sole custody to the applying parent (unless child's travel is restricted by that order); or
Adoption decree (if applying parents is sole adopting parent); or
Court order specifically permitting applying parent's or guardian's travel with the child; or
Judicial declaration of incompetence of non-applying parent; or
Death certificate of non-applying parent.
If none of the above documentation is available, the applying parent/guardian should submit a Form DS-3053: Statement of Consent: Issuance of a Passport to a Minor Under Age 14 .
Also you'll need 2 passport photos ( you can have them taken at Walgreens or lots of other places look around & you'll need to pay the $$ fee for the passport.
As soon as youhave the baby's passport s/he is ready to go out of the country. If you start all this when the baby is born it should take between 4-10 weeks. So the baby will likely have to be At least a month just because of how long it'll take to get the proper documents.

American Airlines advised from their website that Infants are accepted two days after delivery, however, at least seven days is recommended.
Delta advised if you're traveling with a newborn, Delta and Delta Connection Carrier flights do need an approval letter from a physician saying it's all right for the newborn to fly. The following infant age restrictions apply to all Delta and Connection Carrier flights:
Airline Infant Age Requirement or Restriction
Delta Less than 7 days Physician travel approval letter
Comair Less than 12 days Physician travel approval letter
SkyWest Less than 8 days Infant will not be allowed on . board
So, you may want to check the airline your traveling website or call them at their 1-800 number to get more information. In addition, you may have to get a passport for your infant for international travel, so check with your air carrier.

It is generally up to the doctor to give the okay to fly...but I have seen babies flying in as little as 5 days old. Make sure the baby has a passport and you should be on your way
