I saw on tv a mother requesting help for her baby born on March 5 who was born with his brain on the outside of his head. The baby is now 4 months old and still alive however the mother says doctor's don't think he'll make it.

New one on me! I've heard of "monster" children born with no brain (shine a light on the back of their head and see the eyes light up, eeek!) but the condition is always fatal.
