They have a voice box just like humans do. There are some very sick people out there that remove the voice box from dogs so they can't bark.

Dogs have vocal cords, just like humans. If you take lots of time and can encourage it, you can teach dogs to say simple phrases like; "Wa Wa" or "I love you". The reason they can not speak like people has much to do with the shape of their head and mouth and muscle control.
