Not at all. I've declared war on many people in my time,and no legislation is necessary.Just make sure your firearms are in good order before the declaration is made,that's very important.

War is a fight between nations, not individuals. Each nation has its own way of declaring war. Some nations don't have legislative bodies. The are ruled by dictators with the power to declare war. If you become the dictator of a nation, then you can declare war if you want to. If the other nation is also ruled by a dictator, you can be said to be declaring war on him.

actually congress declares war, The president has the power to move troops and fight other countries, but Congress has to declare war. if they approve then all the money comes with it.

No you just have to take an ad out in the paper and make sure all of your neighbors know that they live in a war zone.

lol what??? you're really funny. well i don't think you need legeslative approval i think if you just Yell I DECLARE WAR ON.... who ever the person is, then i think war is declared and there is nothing no one can do about it. lol : )
