inherently wrong,
so does God make the rules because he is omnipotent and he can fry us to a crisp with a mere thought, or does he just point out to us what is actually wrong?

He is loving, and he cares for us and guides us in a relational way.
Think of his leading as loving and caring, like a parent's.
He is different than we are - he is, as you said an omnipotent being that has wisdom and love far beyond ours. I think many people try to make him fit what we know and see as humans, as he does not. What he is is beyond our ability to grasp - a person has to start with that.
Yes, he points out what is wrong and what is right. And he knows... because he is our Creator! There are correct ways to live (rules you called them) but they are always for our benefit when he gives them. That is why we have the Bible - it reveals God and His Son, and tells of his love for us in many ways - including how to live and how much he loves us.
Really great question!
Read the Gospel of John or "The Purpose Driven LIfe" by Rick Warren if you like - both give clear and beautiful answers to our life.

The words of the Bible is God breathed therefore he tells us how to live and gives us the choice of how we want to live either for Him or against Him. We should Love God out of respect and not total fear. Yes I fear the eternal fire for sinning. But on the other hand I believe that Chrsit died on the cross for my sins and all I have to do is believe and accept the forgiveness He offers. Living for the Lord is fullfilling even when things are tough. I know He is there for me.

12 “Most assuredly, I say to you, he who believes in Me, the works that I do he will do also; and greater works than these he will do, because I go to My Father. 13 And whatever you ask in My name, that I will do, that the Father may be glorified in the Son. 14 If you ask[c] anything in My name, I will do it.
