Lebanon does have a millitary, however, the main issue is that the government does not have effective control of the southern border area near Israel. This area is largely run by Hezbollah, in much the same way that parts of Columbia are run by FARC, or parts of Afghanistan are run by local warlords. IN essence, if Lebanon sent their troups into the south, they would be fighting both Israel and Hezbollah, with the signifigant possibility that many of their soldiers would sympathize with Hezbollah. It's a fairly complex situation, with a weak central govenment.

Yes they do have an army. It is no match when going up against the Israel army. They know an attack on the Israel army would result in a state of war between two sovereign nations and Lebanon would completely fall. I believe Lebanon would like to move against Hezbollah however, this would throw Lebanon into civil war again. Lebanon and her diverse people are caught in the middle between Israel and the terrorists known as Hezbollah. Israel doesn't want a war or to destroy Lebanon. They understand that Lebanon is powerless to stop Hezbollah.

They have an army, but a weak one, because Lebanon suffered a looong long civil war. Well now Hezbollah is like the protector of Lebanon. Like in this case, Israel kidnapped this X-zillion number of Lebanese civilians and jailed them, Hezbollah kidnapped 2 Israeli soldiers to force them to return them. Israel opens fire on Lebanon, Hezbollah answers the same and so on. Those people want to survive, they have the right to protect themselves, as Israeli do.

Yes, Lebanon has a military, but most of them are 6-month conscripts. The most effective fighting force in Lebanon is Hizbollah, which defeated the Israeli occupation, forcing them to withdraw back to Israel in 2000.
While Hizbollah is considered a terrorist organization by Israel and the US, it is considered an occupation resistance force by most Arabs. (Most Arabs on the street don't like their own governments, they consider them incompetent, corrupt and puppets of the US.)
In addition to its military wing, Hizbollah is also a political party, and has seats in the Lebanese parliament, and provides social services to the poor, most of which are Shi'ite Muslims living in the south of Lebanon and the southern suburbs of Beirut which have recently been bombed by Israel

Helping Hezbollah.
The Lebanese could have prevented this by simply complying with UN resolutions.
Any country that allows attacks on another country to be launched from its soil has committed an act of war against that country. They knew this - and as a result brought this all down upon themselves.

Yes, because half of their military is Shiite and Hezbolah is Shiite they won't do anything about them. Israel would quickly wipe them out if they tried anything. The don't want to commit suicide.
