I think its because it such a wicked time of year and pretty much every one is happy and the sun is out- people exude happiness and that attracts other people- its a very nice time of year to fall in love- not so good to fall out of it though!

the sunshine lifts everyone's mood, and plus people look sexier with tans
and of course people wear less clothing ;)
