I'm not sure if I should even attempt to answer this, but here goes - I will quote the famous Chinese philosopher Lao Tzu : "sometimes the best action is inaction". If you try to interrupt his licking, he might just end up doing something even weirder. I have a feeling this obsessive licking is just a symptom of a much deeper problem. If you feel you must do something, perhaps slipping in a bit of Paxil (which can be used to treat obsessive-compulsive disorder) into his dog food each morning will solve the problem. The dose has to be adjusted according to weight so please consult a vet before taking this rather extreme action, and be prepared for the possibility of unusual side-effects. Who knows, maybe you're compulsively watching your poor dog's every move, and it is you that actually needs the Paxil! Boy, this apparently simple question has turned out to be a minefield, what have I gotten myself into?

I have an adopted dog and she does the same thing. She licks herself all the time, and her coat gets oily really easily. I took her to the vet, and vet said it was a stress thing. Then of course there are so many causes for stress, and you need to find how exactly what is stressing your dog out.
Another reason is, there is a female dog on heat somewhere around your neighborhood. Somehow my neutered and un-neutered dogs both lick themselves all the time when my female dog is on heat.

Normal behavior for a dog to groom(lick)himself, my dog will also lick me if I let him, also my other dog. I think it's a sign of affection.

Head to the vet for just a look over. It could be a number of things, sores, dry skin or something else.

Help him out with the licking! Participate a little! Your dog will enjoy it and he won't be so tired!

Just kidding!
