The flap is called the pinna. The primary function is to collect sound.

not sure what it's called, It took me about a month after getting them that I noticed it on one of their ears and started to freak that he got cut or something, then I looked at his other ear and it was the same thing and I looked at his brother's ears and he had it so I felt much better.

Nothing really...just folding their ears!!!
I'm not sure if you're asking about the scottish Fold which have their ears just like that...do a search on their pics to see..

I read about that recently in a column in Catwatch. I can't remember what it's called, but it does have a name.

It's function, if it has one, is unknown.

Maybe someone else can post and provide the name.

i don't remember what it's called, but i do know that it somehow protects the ears from dust and such
