The soldier deserves it, whether it is considered to be appropriate or not. Why wouldn't it be appropriate?

In all actuality, only the President can order the lowering of the national flag. Although this is done anyway by most states anyway. The governor can order the state flag flown at half staff for their own state.
But go ahead and lower it. The soldier deserves it.

Yes, but only the President of the United States or the Governor of your state can order this. Flying it at half staff without an executive order is considered distrespectful.
