An indictment is a formal bill of criminal charges against a defendant. An indictment may come from grand jury, in jurisdictions that use the grand jury system, or it may be issued by some other authority based on sufficient evidence.

The word "secure" here means "obtain". So, to secure an indictment means to obtain an indictment against a defendant.

It means the necessary evidence or testimony to give a prosecutor enough information that charges can be brought against someone with a reasonable expectation that he/she can be brought to trial based upon that evidence or testimony.
