Best thing to do at your age is to be there for her when she needs someone to talk to, listen to her. Right now you need to just be close friends with her and get to know her better. Offer her that she can come to you if she needs help, support, comfort, or anything of that nature.
Just be there when she needs someone to talk to.

Its too early to talk about it because as you grow older things around you change and you will perhaps get a better girl friend.
Also one cannot force other person to love you. Love is natural and it happens to every one. Grow up a little bit and see things around you and make a proper choice. I am sure you will make it one day.

Well... First try to be friendly with her. If she likes U just propose her, or just leave her and concentrate in your studies.Since U are just 13 now, U must not get attracted with this worldly things.

well you can always tell her boyfriend how you feel and then close your eyes and cover up. for though don't even get into to that because you will end up either embarrassed or with your feelings hurt.
