It's been tried.
The major center in Chile was abandoned a few years ago. It simply doesn't provide enough power for the cost.
Wind farms are a far more cost effective.

Well there is normally allways wind 24/7 near the shore out in the ocean...
At least I would think so...

I don't know about how effective it is, but in Spain wind power is harnassed.
