It is just a skin condition,...sounds like it will go on his/her whole life....Make sure they are completely hydrated...lots of water all the time and look into what kind of skin condition it is.
AND.....You are OKAY asking about it on the web. All doctors are out there to do is MAKE MONEY AND SELL DRUGS. 90% of the time when I take me or my kids to the Dr. they tell me the exact same thing that I found out on my own.
A complete waste of time, energy, and money!
Go for it...........Do your own investigation and ALL THE POWER TO YA!
Good Luck!!!

A rash that comes and goes for 9 years sounds very much like an allergy. Usually hives are itchy, but there are different allergic responses besides hives. The key is to try to determine the trigger. Milk is a common allergen in children - my daughter broke out in a rash around her neck because of milk. If your child has other allergy symptoms as well, such as runny nose all the time, asthma symptoms, vomiting and diarrhea (daughter has dramatic :0 symptoms after Manwich sauce and McDonald's cookies and melons!) then it would be wise to visit an allergist and have him tested more thoroughly.

it may be the same thing my hubby had as a child. doctors did test and found nothing wrong so his mom noticed that when he was in the sun that part exposed to the sun cleared up. so she stripped him down and sent him out to play in the nakie. it worked he hardly ever got it again if ever. hope this helps.
