The best place to meet other women in general is to start attending munches. If you live in or near a sizable city, you should be able to find a munch group with a web presence. There should be a contact person that can give you information about meeting times and locations.
Once you go to a munch group, introduce yourself. Tell people who you are and what you are interested in. Don't expect to get a date after one meeting. The point is to get to know others that's into D/s on a personal basis, or at least as much as they are willing to share. If you don't find anyone in that particular group, chances are that someone can refer you to another group or even to a few possibilities.
Face-to-face is the best way of getting to know someone. Ultimately this comes down to relationships. Put that first, then work on the D/s aspect afterward. It will be a lot more rewarding.
(Just as a personal note, going to munches is how I wound up meeting my future wife, so I speak from experience.)

No seriously, when you meet people for the first time notice how they treat others around them. are they looking after everyone else? are they making all the desisions or are they following the others? Look out for the leaders of the group. thats the best bet.
Oh and my husband says that most women, after you date them for a while become dominate women. the cheek! Right, get over my knee now, you naughty boy.......................
