she's well nice, always eating outside with her mate, probably about 23 .... what's the best way to approach her without her getting embarassed in front of her mate, or her mate getting jealous of the attention the other one gets!

You must have been monitoring her for some time and I'm sure there is some thing you can think of when you approach her.
There is two ways things can go. It is either you make it with her or not. You are doing your self a disservice by wondering if you will get through or not. Life is about taking chances and such is your situation with this girl.
If she don't have a serious boyfriend or married, you will not know until you try.

tell her that you have seen her there before and wondered if you could join her. assuming you see her when you are on your own, that is. dont bring loads of mates with you. thats a put off. Or maybe even ask her what is the best thing on the menu. Tell her that you have eaten there before and wasn't impressed with what you ordered and can you have her opinion.
Or failing that ( and this is the best one! I married the guy who said this to me) say, " Ive been trying to think up things to say to you for quite a while/ a few days/a year now. I couldn't come up with anything except that I would really like to get to know you. Hi, my name is..."

This could get complicated. Go start an initial conversation that includes both of them. Then get your most presentable available male friend and arrange a night out for four (you may have to buy everyone's dinner). Take everybody to a club and dance. At some moment when you and the one you like are alone, ask if she'd like to go out with you alone sometime.

that's the thing the mate will have a big influence on her decision can't u talk to her when she is alone and if u can't then the best thing is to approach them with confidence and just be polite like a waiter and say excuse me miss and say what ever u like mate good luck with this.

I think it would be best to wait for her friend to leave the table for a moment (to go to the bathroom etc) and approach her when she is alone. Or get the waiter to pass on a message, with a drink, flower or something else. This will impress her and her friend.

Can't you find a woman who is not attached??? If you positively KNOW she is single and not an item with this guy, I would suggest you pick up the tab for them at lunchtime. If she and the guy are really involved/married/whatever, leave them alone and find someone who isn't. You'd be wasting your own time and theirs too....not to mention the deep S$hit you'd be stirring up for everyone.
